- TimeTool.GetWeekOfYear: Fixed calculation in case YearWeekType is set to Iso8601,
 CalendarWeekRule is set to FirstFourDayWeek and the week starts not at Monday.
 The calculation affects the classes Week and Weeks.
- Date.GetDateTime: Parameter hour is now mandatory.
- TimeFormatter.GetDateTime: Using the class member culture for the string conversion.
