- Fixed up tests and added some new ones
- .NET 5 dropped as it is out of support, and .NET 7 added
- UtcDateTime now simply wraps a DateTime (should've done this in the first place really)
- A few more convenience properties on UtcDateTime, and Micro/Nanosecond if using .NET 7
- Some more methods on UtcDateTime to match DateTime
- UtcDateTime implements IParseable<UtcDateTime> if using .NET 7
- Parse.LatinInt fixed so it correctly detects overflow
- LcgRng and PcgRng now increment the seed when minValue and maxValue are the same value
- RandomRng added, which just wraps a Random instance
