BREAKING (major version): time zone support for date interval specifications. GetEffectiveInterval() is replaced by GetEffectiveInterval(TimeZoneInfo timeZone); the time zone is required and there is no default zone. AdaptiveDateTimeOffsetIntervalSpecification applies the rounding and the offsets on the wall clock of the given zone, and each boundary carries the UTC offset the zone has at that boundary. A local time skipped by a daylight saving transition resolves to the first instant after the gap; a repeated local time resolves to the earlier occurrence. AbstractTimeOffset.OffsetDate(DateTimeOffset) is replaced by OffsetDate(DateTimeOffset, TimeZoneInfo). StaticDateTimeOffsetIntervalSpecification now returns its own start and end inclusion flags instead of always including both. The predefined constructor of AdaptiveDateTimeOffsetIntervalSpecification accepts startInclusive (default true) and endInclusive (default false); predefined intervals now exclude their end by default, because the end is the first instant of the next period. Not changed: constructor signatures and serialized form of AdaptiveDateTimeOffsetIntervalSpecification, MonthOffset and TimeIntervalOffset, so stored JSON keeps loading. New dependency: NodaTime 3.2.0, used internally only; the public API stays with TimeZoneInfo and DateTimeOffset. The generated API documentation site is no longer published.
