Test results processor and uploader for the Testgegevens API

The testgegevens can be used in application that produce test results, which have to be uploaded to the Testgegevens webservice (or any other webservice running the same API).

## Debugging
The Testgegevens library creates a folder in the working directory (or any other directory, as specified in the constructor) to store test results that need to be uploaded. If the upload does not complete, check the log file in this directory for details.
