Lyo.Billing.Postgres

PostgreSQL storage for Lyo.Billing. Issue/pay/void wrap ILedgerStore in a TransactionScope. Bill-to clients live in billing.client. Cipher columns hold client/invoice tax snapshots and biller remittance. Schema constant: PostgresBillingOptions.Schema = "billing".
